We went on a monday night in mid November. There is a big parking space. The wind was very strong at the top which made it really cold. You get to see a different side of sapporo from the top. Make sure you have enough layers if you plan to visit during the winter months.

I went there in the morning. It was not crowded at all. The view from the observation deck over Sapporo is very beautiful. It has a big parking lot. So going here by car is no problem. Would definitely recommend coming here and enjoying the view over Sapporo. When there are no clouds you may also see the mountains in the background.
