We went on a monday night in mid November. There is a big parking space. The wind was very strong at the top which made it really cold. You get to see a different side of sapporo from the top. Make sure you have enough layers if you plan to visit during the winter months.

I went there in the morning. It was not crowded at all. The view from the observation deck over Sapporo is very beautiful. It has a big parking lot. So going here by car is no problem. Would definitely recommend coming here and enjoying the view over Sapporo. When there are no clouds you may also see the mountains in the background.

Breathtaking view of Sapporo city. Not crowded and opened in winter. Free parking with a vending machine with hot drinks.

The park is nice and free. Just a short walk from the parking lot, you can enjoy a good view of Sapporo. The cafe and restrooms open at 10am-5pm.
The fountain runs late April–late October with evening lights. Rest House and stroller rentals run mid-April to early November. In winter, only the outdoor toilet next to the Rest House and the Mori-no-Ie building offer limited services.
