Over the weekend, we went during the day. They had a flee market where people were buying local produce under the building with a performance by a local artist. On a weekday, we went at night just to see the vibe and lights. It was nice to see locals relaxing around the building especially when it was raining. Almost like they were having a picnic and hanging out with family/friends.
