An unexpected surprise for us when we visited Quebec City. Maybe not the tallest building for such an observation view but the views and stories that are scattered around are truly amazing. Ticketing could be easier but it was workable. An easy walk from the old town and a very pleasant walk back via the Governors Promenade made for a great day.

Visited here in a Sunday afternoon as tourists, the super kind reception man guided us to buy tickets online then guide us through. We climbed 31 stories to the top with elevator and There was a lady up there waiting for us who told us how to enjoy the whole facility before we start our visit. Strange setup. Can't buy tickets on site, only online. Nobody in the lobby at all. Then you self host yourself up the elevator, where there is staff waiting and they sit everyone down and give an overview instead of just letting folks explore. The views are okay.
