An unexpected surprise for us when we visited Quebec City. Maybe not the tallest building for such an observation view but the views and stories that are scattered around are truly amazing. Strange setup. Can't buy tickets on site, only online. Nobody in the lobby at all. Then you self host yourself up the elevator, where there is staff waiting and they sit everyone down and give an overview instead of just letting folks explore. The views are okay.
